What was South Korean Government Doing to Save Drowning Children WHILE Ferry Was Sinking Not After?

As all of South Korea is mourning and looking for answers, I should probably keep my mouth shut. But this has become a heart-rending tragedy of global proportions and the more we're learning about this nightmare the more sleepless nights it's causing parents everywhere in the world within a click of GOOGLE News.
South Korean President Park Geun-hye angrily called the actions of the ferry Captain "akin to murder." I would certainly agree with that. In fact I would go so far as to suggest that this despicable excuse for a human be set out in a rowboat and scuba gear in the middle of the Indian Ocean and given the task of searching for Malaysia Flight 370 and told not to come back until he had found it. But that isn't to say that when all is said and done, the President might not herself have to answer some very pointed questions.
What was the President, herself, doing during those critical two hours, in which 300 school children were huddled below deck waiting to be rescued? Was she coordinating the S. Korean Coast Guard and other efforts to get them out of there? How about the country's navy and other rescuers?
The earliest media reports out of South Korea claimed that everyone had in fact been rescued. Who concocted these reports and why? For how many hours were urgent rescue attempts delayed by these false reports? Were the children drowning one by one as these shameful falsehoods were going out over the wire services. And bytheway, how long does it take for a child to drown? The information is on the Internet. If you really must know, go look it up yourself. But I've just eaten my breakfast.
